Russian Joint Stock Company - Unified Energy System of Russia was set up by President Yeltsin back in 1992. Its principal goal is to provide better management of the unified power system of Russia and to preserve the power industry as an integral complex in the process of establishing joint stock companies instead of ministerial enterprises and institutions.

The company controls more than 70% of electric power capacities, and output of more than 70 % of electricity in the country.

RAO UES is headed by Anatoly Chubais, one of the leaders of the right-wing SPS-party.
